剧情梗概：
解放前的旧上海滩，正处在一个罪恶横行、是非颠倒的黑暗年代。物价飞涨，黑帮、军阀、洋人横行霸道，饱受压迫和欺凌的百姓最希望正义降临。于是一群正义勇敢的年轻人挺身而出，用他们的智慧和信念驱散黑暗。因犯错被放长假的巡捕房探长钟朗（钟汉良饰）正在酒楼闹事买醉，这时身为报社记者的妹妹钟慧（涂黎曼饰）向他通报一则惊人的消息。南郊发现一具尸体，死者系被割喉而死，双手被用水手结反绑。听到消息，钟朗顿时清醒，原来三年前曾有一个割喉魔名震江湖，其作案手法与南郊案件如出一辙。当年钟朗正因为抓错凶手才让割喉魔逍遥法外，杀害更多人。今非昔比的老虎探长钟朗，在实习探员韩非（释小龙饰）和医科大学女教授于胜男（齐芳饰）等人的帮助下，重新展开了他的查案之旅幕后花絮该片演员们相处很温暖，一场戏中，齐芳和释小龙都掉在水里，他俩被冻得嘴唇发青，混身不停发抖，钟汉良二话不说就把自己的专车安排给他们，让他们马上进车取暖。为了追求动作逼真，所有演员不惧危险，亲自上阵。钟汉良有一场戏需要在火车上奔跑，还要飞跃两节车厢。该片特别邀请到影视界武打设计大师，领衔大陆李家班的李才担纲动作指导，该片在特技上的花费也相当不菲。钟汉良起初并不被看好出演该片中的老虎探长角色，原因是导演嫌他太帅，与剧中人的沧桑感觉不符。该片在很多角色设置上都凸显了潜伏的特点，比如案件中的元凶在暗处与干探们周旋，而干探们为了追踪线索还要经常穿梭于一些禁地等，整个影片的格局就是在明争暗斗中逐步揭开谜题。而身为探长的钟汉良则要在电影中带着他的两位助手，铲除潜伏在暗处的罪恶之源，每个角色还会在反潜行动中亮出自己的拿手绝活。
